Why do some charts feel "quiet" even with strong elements?

I've been looking at a friend's chart that has a really solid Day Master and decent elemental support, but their life seems unusually subdued and uneventful. Is that just a matter of missing 'spirit' or shen sha, or can a technically strong chart still lack momentum?
